Our Story
Cheelcare began in 2015 when its two founders, Eugene Cherny and Dima Paltsev, discovered the great need for innovation in an industry largely unchanged since the 1930s.
Having both witnessed family members struggle with inadequate equipment that failed to meet modern needs, they quickly realized that most devices lacked features to support a user’s dignity, independence, and personality. They were motivated to find a solution and help others facing these same challenges.
The two assembled a team of inventors, engineers, and designers and set out on a journey to create better assistive devices using advanced robotics, technology, and design that were centered around users’ needs.
Eugene’s 20+ years of extensive experience in all aspects of business managing Canadian tech companies Open Text and Hummingbird enabled him to grow a start-up to over $20 million in annual sales.
Dima has decades of experience in automotive design and manufacturing and holds a BSc in Automotive Engineering, an MBA, and IoD Certification in Company Direction.

Eugene Cherny - Founder/CEO
An experienced executive in the medical device space, Eugene left his previous position as CEO of Argonault to found Cheelcare.
He's no stranger to the pressures of running a fledgling business, having previously grown a start-up venture to over $20 million in annual sales. With over 20 years of extensive experience in all aspects of business— including technology, operations, growth, strategy, marketing, sales, and management— Eugene's knowledgeable and decisive leadership style has gained him a reputation for getting the job done.
Dima Paltsev - Founder/CFO
A senior level executive and investor, Dima is also part of a partnership that formed the Toronto-based private equity firm Stratum Capital.
In his full-time capacity at Cheelcare, he's brought invaluable skills to the table, including strategic management, corporate structuring, and finance, as well as a wealth of experience as a project manager.
Dima holds a BSc in Automotive Engineering from the Moscow State Automotive University, an MBA from the Graduate School of Business, University of Chicago, and IoD Certification in Company Direction (Institute of Directors, London, UK).
Allex Laurin - Director of Marketing
A new addition to the Cheelcare team,Allex brings with him senior-level public and non-profit sector experience delivering local, national, and international B2C and B2B campaigns across traditional, digital, and out-of-home channels. He has also served as a member of various boards including for education, tourism, and economic development.
Gennadiy Lisnyak - Chief Mechanical Engineer
Gennadiy is an established mechanical engineer with 30+ years designing complex robotic and electromechanical devices under his belt.
A graduate of Dneproderzhinsk Industrial University, he participated and led projects for organizations such as the Canadian Space Agency, Magna, and Environment Canada.
His participation in this project ensures high quality engineering and optimization of mechanical design.
Eduard Sоmin - Senior Software Engineer
Eduard has years of experience in software development for embedded and real-time systems for use in aircraft and other industries. His specialty is advanced robotic systems.
Eduard holds a BSc from the Robots and Robotic Systems program at Byelorussian State Polytechnic Academy, a BSc in Mechanical Engineering from the Israel Technion University, Haifa, and a Postgraduate Diploma in embedded System Programming, Bar Ilan University, Ramat Gan.
Dmitry Marukh - Director of Research and Development
In his years developing complex software systems, Dmitry has maintained a passion for challenging projects. This has remained true in his work at Cheelcare, where he's put his over ten years of practical knowledge in developing control systems for wheelchairs to the test.
Besides his skill in software development, Dmitry is also a talented electronics engineer.
